I think this needs to be a PRO penalty; even though you assigned to Minors, his 95 GP makes him a PRO rostered player in an NHL Veteran slot ... I think.

I checked the rules a few times and it is not directly mentioned in the rules. What it does say is that player releases from the minor league team will count against the minor league cap, and that vet contracts count against the minor league cap. So therefore vets cut in the minors count against the minor league cap, if they are $5 total contract or over. It is never specifically addressed veterans cut from the minor league team so it appears that is covered under the points mentioned above.

That's wrong, but it doesn't matter; there's no management in this league. Otherwise, we'd drop the players we don't want to NHL Veteran; and release them until we run out of Cap Space in Minors.
Are you surprised the rules are lacking ... par for this league.

I am pretty sure there is another team who dropped a vet off minors and counted against the minor cap. Although I am pretty sure there was a team that dropped a vet off minors and counted it against their main roster as well. Yes, the way the rules are written, or perhaps better said, how they are not written, leaves a loophole that should be closed or restricted. Based on the rules as written, it's allowed, but its something that could really be abused. Especially with prospects being basically expendable now. Although I agree, the rules should be rewritten to be clear.
